Among them, there is 1 international standardization registered expert, 20 members of the National Standardization Technical Committee, and 21 senior engineers.” Yesterday, the relevant person in charge of the Quality and Standardization Section of the Yongkang Municipal Market Supervision and Administration Bureau introduced that in order to thoroughly implement the “National Standardization Development Outline” and the provincial party committee’s comprehensive strengthening of the “three teams” construction action spirit, further strengthen the main responsibility of enterprise standards, and promote the upgrading of industrial standards, Yongkang City fully plays the role of the provincial standardization innovation and development pilot city to take the lead in the province. The “Standard Chief Engineer” talent team at the county level has been established to improve the full-chain mechanism of talent selection, training, and use, and to gather talents and wisdom and accumulate strength for the city’s standardization construction.
Yongkang City adheres to the principle of selecting the best from the best. After recommendation, document review, and comprehensive review, Yongkang City has selected 51 industry experts, standard committee members, and standard technical backbones from industry leading enterprises with a good foundation in standardization work, such as the top 100 enterprises, provincial and municipal government quality award enterprises, standard innovation contribution award enterprises, and “Zhejiang Standard” awarded enterprises, to form a “standard chief engineer” talent pool. According to the plan, the enterprise “standard chief engineer” system will be initially established by the end of 2024, and more than 100 enterprise “standard chief engineers” will be cultivated by the end of 2027. The coverage of the enterprise “standard chief engineer” system will be promoted in an orderly manner, and a long-term mechanism for the implementation and management of the enterprise “standard chief engineer” system will be established to activate the “reservoir” of standardization talents.
Relying on the enterprise standardization value-added service training base of Yongkang Hardware College of Zhejiang University of Technology, Yongkang City specially invited experts from the China Standardization Institute and the Provincial Standardization Institute to open a special training course for the first batch of “standard chief engineers”, covering the interpretation of standardization laws, regulations and policies, enterprise standardization strategic planning, and standardization pilot project application, etc., to broaden the work horizon, improve thinking ability, and provide learning and exchange opportunities. The “Chief Standard Designer” system is included in the application conditions for the city’s Standard Innovation Contribution Award, and the “Chief Standard Designer” system is fully promoted in enterprises. At present, 51 “Chief Standard Designers” have been hired by enterprises, with an appointment rate of 100%.
As a compound talent with solid theoretical knowledge of standardization and practical experience in professional fields, the “Chief Standard Designer” has played a leading role in comprehensively leading the standardization work of enterprises, and has provided strong technical support for enterprises to promote the transformation and application of scientific and technological achievements into standards and promote the creation of pilot demonstration projects for standardization at all levels. Up to now, Yongkang’s “Chief Standard Designer” has led and participated in the formulation and revision of 3 international standards, 171 national standards, 158 industry standards, and 139 “Made in Zhejiang” standards, including GB 17565 “General Technical Conditions for Anti-theft Security Doors”, GB/T 40355 “Stainless Steel Vacuum Insulated Containers” and other consumer product trade-in standards. The number of advanced standards led by each million people is 1.62, ranking first in Jinhua; 2 national-level standardization pilot projects and 12 provincial-level ones have been completed; 2 enterprises have won standard innovation contribution awards at all levels; and 19 standard innovative enterprises have been cultivated.
