Improve the quality and efficiency of comprehensive administrative law enforcement

Recently, the reporter learned from the Yongkang Comprehensive Administrative Law Enforcement Bureau that the bureau regards law enforcement efficiency as a key indicator of the quality of the “service-oriented” law enforcement team. For “small and micro” cases such as occupying the road for business and garbage classification, which are simple and have clear illegal facts, modular evidence collection is adopted. Through “simple cases and quick handling”, the investigation, settlement and on-the-spot delivery are achieved on the same day, effectively improving the quality and efficiency of law enforcement. So far, more than 30 quick handling cases have been completed, and the average handling time for each case has been shortened by 10 days.

“Simple cases and quick handling” is a microcosm of Yongkang City’s focus on “efficient service” and the construction of a professional team with strong business. Since the beginning of this year, the city has adhered to the goal orientation of “strengthening the team first to strengthen the city”, focusing on the three major construction directions of “strong business”, “excellent structure” and “hard work style” of the comprehensive law enforcement cadre team, and making every effort to forge a high-quality urban governance team.

Focusing on “getting things done efficiently”, the city has continuously explored online case-handling models of inspection-to-fast-handling, integration of multiple certificates, and humanized punishment, and fully used the provincial law enforcement digital supervision application administrative penalty system to open up electronic payment channels for fines and confiscations, and electronic delivery channels for law enforcement, etc., to continuously promote the improvement of case handling quality and efficiency.

In order to continuously optimize the team personnel structure, Yongkang City has innovatively created a grassroots legal system assessment and cultivation platform, with “case handling quality, development capabilities, theoretical level, and legal system evaluation” as the core elements, and established an “online training + test assessment” work mechanism for front-line grassroots cadres, organized law enforcement case file reviews every month, and publicly aired them to create a good atmosphere of “learning from each other and catching up”.

At the same time, adhering to the principle of “those who work hard get benefits”, a sound mechanism for the recruitment and training of law enforcement auxiliary personnel has been established. On the basis of improving the registration of basic information of auxiliary personnel, targeted assessment and evaluation rules have been issued, and through weekend classes, skills training and other methods, law enforcement auxiliary personnel who are willing to work, dare to take responsibility, and abide by discipline have a broad space for growth.

In addition, the city has fully promoted the spirit of old leading new, passing on knowledge and helping others, and relied on the “Blue and Green Project” master-apprentice growth mechanism to launch a “combination punch” of helping and educating young cadres. Through one-on-one heart-to-heart talks, experience sharing by old comrades, collective signing of the “Integrity Commitment Letter”, and the presentation of integrity books, the city has fully played the role of “old leading new, passing on knowledge and helping others”, guiding young cadres to strengthen their work style while better integrating into the law enforcement family.
